my time on Council, I have always attempted to act in the best <br />interests of the City and its citizens as a whole, resisting the <br />efforts of various narrowly-focused groups to re-direct the power <br />or resources of the City to suit their particular agenda. In <br />taking this approach, I have not always pleased those who have <br />sought special consideration from the Council, but I hope I have <br />played some small part in keeping the City on an even keel as it <br />sails into the uncharted waters of the future. <br /> <br />I believe that, with the remaining current members of City Council <br />and the current City Administration, the City is well positioned <br />to face that future. There is no doubt in my mind that the City <br />cannot return to the way it was ten years ago, but there is <br />equally no doubt in my mind that the City will emerge from its <br />current transitional period just as vital and vigorous as it was <br />twenty-two years ago when I moved here. My prayers and best <br />wishes will go with those who will guide its journey as I plan to <br />remain a resident of the City for the foreseeable future and to <br />share that journey with them. <br /> <br />Again, I want to thank the citizens of Martinsville who made my <br />eight years of public service possible and to thank my colleagues <br />who made those years en3oyable. I hope an intelligent, vigorous, <br />and business-oriented individual will now see his or her way clear <br />to run for City Council, and I hope our citizens will elect such <br />an individual to take my place. <br /> <br />Council considered approval of a proposed Overall Economic Development <br />Program Priority Project List. Kevin B. Reed, Director of Housing and <br />Community Development, reviewed the proposed list, which was changed <br />from the list submitted in 1993 in four respects: (1) the Moss/Barton <br />Street Comprehensive Community Development Project was split into two <br />pro3ects (Church/Moss and Massey/Endless) in order to enhance the <br />possibility of receiving a Community Improvement Grant; (2) the Multi- <br />Purpose Facility was moved from a Type III project to a Type II <br />pro3ect; (3) the Development of a new Industrial Park by Henry County <br />and the City was added as a Type I project; and (4) the Jones Creek <br />Industrial Site was moved from a Type II pro3ect to a Type III pro3ect. <br />After much discussion regarding the proposed listing, action on this <br />matter was deferred until the February 22, 1994 Council meeting in <br />order to allow the Administration to review suggested changes in the <br /> <br />Pro3ect List. <br /> <br /> <br />
