TUESDAY, FEBRUARY 8, 1994 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, February 8, 1994, in the Council Chamber, City Hall, beginning <br />at 9:30 A.M. All members of Council were present: Allan McClain, <br />Mayor; George B. Adams, Jr., Vice-Mayor; L. D. Oakes; M. Gene Teague; <br />and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its meeting of <br />January 25, 1994 as circulated. <br /> <br />Under Business From the Floor, Bruce Dallas, 211 Massey Street, <br />complained about hazardous conditions for motorists attempting to turn <br />from Massey Street onto Church Street due to excessive speed of <br />motorists on Church Street and due to cars parked near the intersection <br />which restrict sight distance. Mr. Dallas asked for a traffic signal <br />to be installed at the intersection. He was advised by Councilman <br />Willjams that the Transportation Safety Commission had asked Public <br />Works Director Leon E. Towarnicki to review this matter. City Manager <br />Earl B. Reynolds, Jr. stated that he would review the issue with Mr. <br />Towarnicki. <br /> <br />Mayor McClain read the following statement: <br /> <br />After carefully considering the desires of my family and the needs <br />of my business, and weighing them against my desire for continuing <br />public service, I have decided not to stand for re-election to <br />Martinsville City Council. <br /> <br />While I have been a member of Martinsville City Council during the <br />past seven and one-half years, and while I have had the privilege <br />and honor of being Martinsville's Mayor for the past three and <br />one-half years, I have sincerely appreciated and enjoyed the <br />opportunity that the citizens of this city have given me to serve <br />them and to work with the other able and dedicated members of City <br />Council and two talented and professional City Managers.
