discharge permit. Water Resources Director John H. Dyches explained <br />that the monitoring requirement was considered by City staff to be <br />completely without justification because tests of the discharge had <br />indicated no evidence of toxicity. Mr. Dyches noted the testing <br />program would cost approximately $30,000 annually. Upon motion, duly <br />seconded and by unanimous vote, Council authorized the Mayor to sign <br />the letter. <br /> <br />Vice-Mayor Adams referred to the City Manager a letter from the owner <br />of Crawford Machinery Company regarding traffic issues on East Church <br />Street. <br /> <br />In accordance with the CODE OF VIRGINIA (1950, and as amended) and upon <br />motion, duly seconded and by unanimous recorded vote, Council convened <br />into Executive Session for the purpose of discussing appointments to <br />the Planning Commission, Southern Area Agency on Aging, and <br />Transportation Safety Commission, as authorized by Subsection 1; a <br />contractual matter, as authorized by Subsection 7; consultation with <br />legal counsel, as authorized by Subsection 7; a contractual matter, as <br />authorized by Subsection 7; and a contractual matter, as authorized by <br />Subsection 7. At the conclusion of this Executive Session, each member <br />of Council certified that (1) only public business matters exempt <br /> <br />open meeting requirements were discussed in said Executive Session; and <br />(2) only those business matters identified in the motion convening the <br />Executive Session were heard, discussed or considered during said <br />Session. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council appointed J. <br />Ronald Ferrill, 917 Hunting Ridge Road, to the Planning Commission to <br />fill an unexpired term ending June 30, 1996. <br /> <br /> <br />
