JANUARY 11. 1994 <br /> <br />consisting of natural materials be installed and maintained along the <br />southerly and westerly boundaries of the project site. <br /> <br />Council heard a presentation by Dr. John French, member of the <br />Martinsville-Henry County Drug Task Force, requesting that Council <br />incorporate into the 1994 City Legislative Program a proposal to amend <br />Section 18.2-258 of the State Code in order to provide that persons <br />visiting certain premises deemed to be common nuisances (resulting from <br />their use as a gathering place for persons using illegal drugs and/or <br />for distributing illegal drugs) may be prosecuted and charged with a <br />Class 2 misdemeanor. Dr. French and Chief of Police Terry L. Roop <br />explained the proposal was aimed at allowing police officers to arrest <br />and search those found frequenting such premises. Upon motion, duly <br />seconded and by unanimous vote, Council approved the inclusion of the <br />proposal in the 1994 Legislative Program. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council formally <br />adopted the 1994 City Legislative Program as presented during Council's <br />Special Meeting of January 6, 1994 and as modified above. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council authorized <br />the City Manager to execute an easement requested by Appalachian Power <br />Company to provide electric service to property owned by the <br />Martinsville-Henry County Music Association, Inc., adjacent to City- <br />owned property surrounding the Beaver Creek Reservoir. It was noted <br />the Council directed the City Manager to eliminate any language <br />contained in the standard easement document as presented to Council <br />which does not pertain to the easement as specifically proposed. <br /> <br /> <br />
