TUESDAY. JANUARY 11. 1994 <br />Special Use Permit to permit construction of a new building at the <br />existing Prison Farm complex located on Clearview Drive. There being <br />no public comment, Mayor McClain declared the public hearing closed. <br />Upon motion, duly seconded and by unanimous vote, Council approved the <br />Special Use Permit subject to certain conditions as outlined by the <br />Planning Commission. <br /> <br />15 <br /> <br />Council conducted a public hearing on a request by Adkins Construction <br />Corporation for a Special Use Permit for the continued development of <br />the Royal Oaks Townhouses located at 1810 Spruce Street. Ashby R. <br />Pritchett, 715 Corn Tassel Trail, and Dink Gardner, 711 Corn Tassel <br />Trail, asked that the Special Use Permit be conditioned upon the <br />requirement that a natural buffer (such as trees) be placed along the <br />westerly and southerly edges of the development to provide a visual <br />barrier between the property and the surrounding neighborhood. Bill <br />Adkins, the petitioner, stated he had no objection to this requirement <br />being added to the Special Use Permit conditions as outlined by the <br />Planning Commission. There being no other persons present who wished <br />to comment, Mayor McClain declared the public hearing closed. In <br />response to a question by Vice-Mayor Adams, Mr. Adkins stated he <br />anticipated no problems with erosion and sediment control connected <br />with the continued development of the property. In response to a <br />question by Kate Wilson, 900 Dundee Court, Mr. Adkins stated that the <br />dumpster located on the map of the development nearest Dundee Court <br />would not be needed. Harold Cumberledge, 717 Corn Tassel Trail, <br />expressed opposition to the granting of the Special Use Permit. Upon <br />motion, duly seconded and by unanimous vote, Council granted the <br />Special Use Permit subject to the conditions as outlined by the <br />Planning Commission with the additional condition that a visual barrier <br /> <br /> <br />
