THURSDAY, JANUARY 6, 1994 <br /> <br />School facilities building program would <br />availability of State Literary Fund monies. <br /> <br />be helped by increased <br /> <br />Director of Social Services Pat Conrad voiced opposition to the <br />proposed consolidation of long-term care services in Virginia, citing <br />its potential negative impact on localities. <br /> <br />Vice-Mayor Adams stated that he opposed any attempt to increase the <br />sales tax rate due to the regressive nature of this tax. <br /> <br />Councilman Oakes noted the proposed reduction in State "599" funding of <br />9.8% for FY 94-95 and stated the State was backing away from its <br />commitment to compensate cities such as Martinsville for their <br />inability to annex land. Councilman Oakes also expressed concern about <br />the level of violent crime in the State. <br /> <br />In response to a question by Vice-Mayor Adams, all three legislators <br />voiced opposition to any proposal which would result in the Virginia <br />Museum of Natural History being moved from Martinsville or which would <br />result in any new facility being located outside of Martinsville or <br />Henry County. <br /> <br />In response to a question by Councilman Oakes, Delegate Armstrong said <br />he intended to introduce legislation as requested by Council which <br />would amend the Special Act enacted during the 1993 General Assembly <br />providing for the termination of certain non-conforming zoning uses <br />involving the transportation or temporary storage of hazardous waste by <br />the governing body of the City. <br /> <br /> <br />
