THURSDAY. JANUARY 6, 1994 <br />Mayor McClain expressed Council's appreciation to the legislators for <br />taking the time to hear Council's concerns. <br /> <br />Council then considered an appointment to fill the vacancy on the <br />Council created by the resignation of Steve M. Draper for a term ending <br />June 30, 1996. Councilman Willjams made a motion to nominate Joseph E. <br />Finley of 1658 Roundabout Road. There was no second to this motion. <br />Councilman Oakes then made a motion to nominate Michael Gene Teague of <br />1013 Ainsley Street. This motion was seconded by Vice-Mayor Adams. By <br />a vote of 3 "yes" and 1 "no" (Councilman Williams), Mr. Teague was <br />appointed to the Council. Bruce Dallas of 211Massey Street stated <br />that this action was a "slap in the face to the Black community." Mr. <br />Dallas said Blacks comprise 40% of the population in Martinsville, but <br />are only represented by 20% of the Council. Vice-Mayor Adams said he <br />could not support the appointment of Mr. Finley due to the fact that <br />Mr. Finley ran for election to Council in two elections, but was not <br />elected. Councilman Willjams noted his long association with Mr. <br />Finley and, therefore, his support of him. Councilman Williams said, <br />however, that he would have no problems working with Mr. Teague as a <br />fellow member of Council. <br /> <br />There being no other items to address, <br />meeting ad3ourned. <br /> <br />Mayor McClain declared the <br /> <br />G.
