THURSDAY, JANUARY 6, 1994 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Thursday, January 6, 1994 in the Circuit Courtroom, City Hall, <br />beginning at 11:00 A.M. for the purpose of presenting the City's 1994 <br />Legislative Program to area legislators. All members of Council were <br />present: Allan McClain, Mayor; George B. Adams, Vice-Mayor; L. D. <br />Oakes; and Clyde L. Willjams. <br /> <br />Also present were Senator Virgil H. Goode, Jr., Delegate Ward <br />Armstrong, and Delegate Wm. Roscoe Reynolds. In addition, School Board <br />members Judith Matthews, William A. Shackleford, Sr. and Bernie F. <br /> <br />Gray, Jr. were present. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, City Manager Earl B. Reynolds, Jr. presented an <br />overview of the 1994 Legislative Program. A complete copy of the <br />proposed Program is on file in the Office of the Clerk of Council and, <br />therefore, will not be duplicated in the minutes. <br /> <br />Following the presentation, a general discussion of the Program was <br />held between members of Council and the legislators. In response to a <br />question by Councilman Oakes, each of the legislators voiced their <br />opposition to unfunded mandates imposed by the State on local <br />governments. However, Delegate Reynolds noted that many mandates are <br />imposed by the Federal Government. <br /> <br />Superintendent of Schools S. Harold Lamm voiced support for enhanced <br />State funding for education. Mr. Lamm thanked the legislators for <br />their past support for education funding and noted that the City's <br /> <br /> <br />
