Council adopted the policy. <br /> <br />TUESDAY, DECEMBER 14, 1993 <br /> <br />Council considered responses to a Request for Proposals for a financing <br />plan for the purchase of a Cyclone tilt cab pumper for the Fire <br />Department. Finance Director Richard Fitts noted a total of seven <br />responses, plus the original proposal by the manufacturer, had been <br />received to finance the $181,099 cost for a 4-year term with a fixed <br />interest rate. Mr. Fitts recommended that Council authorize the City <br />Manager to execute the documents necessary in order to obtain the loan <br />from the low bidder, Patrick Henry National Bank, which bid a fixed <br />interest rate of 3.75%. Upon motion, duly seconded and by unanimous <br />vote, Council authorized the City Manager to execute the documents. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set public <br />hearings for January 11, 1994 as follows: (1) on a request by the City <br />for a Special Use Permit to permit construction of a new building at <br />the existing Prison Farm complex located on Clearview Drive; and (2) on <br />a request, by Adkins Construction Corporation for a Special Use Permit <br />for the continued development of the Royal Oaks Townhouses located at <br />1810 Spruce Street. <br /> <br />In matters not on the agenda, the following items were discussed: (1) <br />Vice-Mayor Adams made a motion to amend the 1993-94 capital <br />improvements program to remove the Sara Lee Roy Street Plant access <br />road project due to the announced closing of the Roy Street Plant. The <br />motion died for lack of a second after Mr. Reynolds explained the staff <br />had no intention of going forward with the project at this time; (2) <br />Vice-Mayor Adams referred to the City Manager a complaint from a <br />resident of Rives Road regarding trash and debris at a vacant residence <br /> <br /> <br />
