Councilman <br />Oakes voiced strong support for inclusion of a spectator gym for the <br />High School in Phase I of the improvement plan. The citizens <br />Facilities Advisory Committee and School Board proposed that <br />construction of a spectator gym follow Phases I-III of the improvement <br />plan (Phase II being the modernization of Albert Harris Elementary <br />School and Phase III being the modernization of the Primary Schools). <br />Councilman Oakes requested the School Administration discuss his <br />request with the School Board and that a report be made back to <br />Council. Bruce Dallas, of Massey Street, suggested that construction <br />of a spectator gymbe part of an overall Uptown multi-purpose facility, <br />which had previously been suggested by City Manager Reynolds. <br />Councilman Oakes said that a multi-purpose facility had been talked <br />about for several years, with no real progress being made. By motion, <br />duly seconded and by unanimous vote, Council approved the supplemental <br />appropriation in the amount of $255,000 to be taken from the Meals Tax <br />Fund° A motion and second were made that Council adopt a policy of <br />providing an amount not to exceed $500,000 annually from the Meals Tax <br />Fund to service the debt necessary to implement the Junior High School <br />improvement plan and improvements to the existing gym facilities at the <br />High School. Vice-Mayor Adams, noting the Meals Tax was enacted to <br />fund both School capital improvements and solid waste disposal, voiced <br />opposition to committing to this level of funding for School capital <br />programs at this time. Vice-Mayor Adams stated that he was not opposed <br />to using the Meals Tax revenues to service the debt on the School's <br />improvement program, but he was opposed to making that decision today. <br />Other members of Council supported adoption of the policy, noting its <br />importance in demonstrating a commitment to the School Board and School <br />Administration.
