TUESDAY, DECEMBER 14, 1993 <br /> <br />BE IT FURTHER RESOLVED that the Clerk is hereby directed to forthwith <br />furnish attested copies of this Resolution to Senator Virgil H. Goode, <br />Jr., and Delegates Ward L. Armstrong and Wm. Roscoe Reynolds. <br /> <br />Council considered authorizing the City Manager to execute a Lease with <br />Sara Lee Knit Products for their use of a City-owned parking lot at the <br />corner of Market Street and Cleveland Avenue. Mr. Reynolds explained <br />that the City had leased the property in question to Pannill Knitting <br />Company since July 1, 1978. Sara Lee requested the Lease be revised to <br />change the name of'the Lessee and during review, several other items in <br />the Lease were amended such as insurance limits, monthly rental amount, <br />and granting use of the lot by spectators of athletic events at <br />Martinsville Junior High. The proposed lease contained an annual <br />rental of $11,700. Upon motion, duly seconded and by a vote of 4 "yes" <br />and 1 "abstain" (Councilman Draper, an employee of Sara Lee Knit <br />Products), Council authorized the City Manager to execute the Lease. <br /> <br />Council considered a request by the School Division for a supplemental <br />appropriation of $255,000 to complete Phases 3 through 5 of <br />architectural and engineering services for the School's modernization <br />program. In his agenda comments, Mr. Reynolds noted Council was <br />requested to approve the supplemental appropriation from the Meals Tax <br />Fund and to publicly adopt the policy that the Meals Tax revenues, not <br />to exceed $500,000 annually, would be used to service the debt <br />necessary to implement the Junior High School improvement plan and <br />improvements to the existing gym facilities at the High School. <br />Superintendent of Schools S. Harold Lamm explained the supplemental <br />appropriation would fund the Design Development Phase, the Construction <br />Documents Phase, and the Bidding/Negotiation Phase of architectural and <br />engineering services. Mr. Lamm noted that completion of the Junior <br />High improvements would result in Grades 6-8 being located in the <br /> <br /> <br />
