Moore Juvenile Detention Home - Agreement <br /> <br />The attached Agreement constitutes the final document committing the City to <br />use of the W. W. Moore Juvenile Detention Home Center for the housing of its <br />juvenile offenders. You will recall that there was once the intent to create a <br />regional authority to own and operate the facility, but the Danville City Coun- <br />cil rejected that concept in favor of their City continuing to operate the facility, <br />providing designated bed space to participating jurisdictions, and charging <br />them a per diem rate that would include a fair share of the capital construction <br />costs as well as operational costs. The per diem rate will go from $50 per day <br />to $74 per day in FY 2000-2001, and the agreement to pay the higher amount <br />will become effective upon the issuance of a certificate of occupancy for the <br />expanded facility during that fiscal year. Costs for all participating jurisdic- <br />tions are net, following subtraction of State contributions to the regional faci- <br />lity and charges to non-participating jurisdictions. The State will be participat- <br />ing at a 50% level towards construction costs, as this is a regional facility. <br />Total estimated project costs for the renovation and expansion of the facility <br />~om 30 to 60 beds, with an additional 15 beds available from the core facility, <br />is $6,215,950, with estimated reimbursement from the State for capital costs at <br />$2,710,990. As high as the per diem cost may seem, it is considered to be a <br />bargain in today's world of juvenile services, to which Robert Foster, our new <br />Court Service Unit Director, can attest. He will be present to respond to any <br />questions you might have concerning current needs and use of this facility by <br />the 21st Judicial District. Folks in the district seem very pleased with the fact <br />that they will now have a total of 13 beds designated for their exclusive use, of <br />which 5 will belong to Martinsville. <br /> <br />Danville needs to move forward on the bid out of the project, and must have <br />approval of your Resolution and that of the other participating jurisdictions on <br />this agreement in order to do so. Your agreement requires us to commit all of <br />our eligible juveniles to this facility, and payment of the per diem rate as calcu- <br />lated by the formula shown.
