3'8~TUESDAY, AUGUST 22, 1995
Council considered appropriating $20,369 to the Sheriff's FY 95-96
budget for part-time employees. This funding was omitted during budget
preparation for FY 95-96. Mr. Reynolds recommended Council appropriate
these funds from the General Fund Unexpended Fund Balance. In response
to a question from Councilman Teague, Mr. Reynolds stated an update
would be provided to Council in November after receipt of the FY 94-95
City Audit of revised pro3ected unexpended fund balances as of June 30,

1996.

Council considered appropriating $68,500 from the Meals Tax Fund
Unexpended Fund Balance to the School Division's FY 95-96 budget for
professional services for the Middle School Project. In response to a
question from Councilman Teague, Mr. Reynolds stated the original
project cost would not be increased as a result of this appropriation.
The Meals Tax Fund will be reimbursed by revenues of the IDA bond issue
approved for this project, as the bond proceeds are currently invested

and are earning interest. Mayor Adams suggested the City

Administration prepare a report on the financial status of the Middle
School Pro3ect, reviewing the total contract price and funding plan.
Upon motion, duly seconded and by unanimous vote, Council approved the
appropriation as requested.

Council considered awarding a contract for the Phase I Needs Assessment
of the Radio Communications System Study. Mr. Reynolds and Purchasing
Agent J. Gary Via explained that due to new Federal Communications
Commission regulations, the City and County's radio systems would need
to be upgraded over a period of time. The proposed study would be a
joint effort between the City and County. The Henry County Board of
Supervisors previously approved a contract between the County and RAM
