TUESDAY. AUGUST 22. 199~ <br />Communications for the County's radio system. Mr. Reynolds recommended <br />Council approve a contract with RAM Communications to conduct the same <br />study for the City's system and appropriate $10,156 from the Capital <br />Reserve Fund Unexpended Fund Balance for this purpose. Upon motion, <br />duly seconded and by unanimous vote, Council approved the awarding of <br />the contract and the supplemental appropriation. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set a joint <br />public hearing by the Martinsville Redevelopment and Housing Authority <br />and the City Council on the Massey Street Neighborhood Redevelopment <br />Plan for September 12, 1995. <br /> <br />Council heard a status report on the sale of properties for collection <br />of delinquent taxes as presented by City Attorney David B. Worthy. <br /> <br />Council received a written and verbal annual report from the Patrick <br />Henry Development Council. Council Chairman James "Nubby" Coleman and <br />Executive Director Frank Novakowski were present to review the PHDC's <br />accomplishments during FY 94-95 and priorities for FY 95-96. All <br />members of Council expressed appreciation to Messrs. Coleman and <br />Novakowski for their work on behalf of the community. <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, <br />and as amended) and upon motion, duly seconded and by unanimous <br />recorded vote, Council convened into Executive Session for the purpose <br />of discussing the following matters: (1) prospective businesses or <br />industries, as authorized by Subsection 5; and (2) the investment of <br />public funds, as authorized by Subsection 6.
