JUNE 13. 1995 <br /> <br />from the Department of Criminal Justice Services from the forfeiture of <br />seized assets. <br /> <br />Council considered receipt of legislation to be effective July 1, 1995 <br />related to early retirement for certain employees and officials in the <br />Virginia Retirement System. The legislation would allow appointed <br />county administrators or appointed county executives or city managers <br />or school division superintendents who have twenty or more years of <br />creditable service, have attained age 55 or later, and are <br />involuntarily separated fi?om employment to be eligible for retirement <br />based on their average final compensation and actual years of service <br />without an actuarial reduction for early retirement. All cities and <br />counties in the Commonwealth must notify the VRS before July 1, 1995 if <br />they do not desire to participate in this program, otherwise they will <br />automatically be a part of the program. Council took no action on this <br />matter. <br /> <br />Council considered a report by the City Manager regarding the Smith & <br />Beasley correctional facilities report. Mr. Reynolds reviewed the <br />report and recommendations as stated during the June 1, 1995 Council <br />work session. Mr. Reynolds recommended the City enter the design phase <br />of the project, which would be developed under Plan A as presented by <br />Smith & Beasley (the expansion of the existing Jail). Mr. Reynolds <br />also recommended that agrading plan be developed for property located <br />on the west side of Moss Street as a possible future location for a <br />regional jail and that discussions be held with other localities <br />regarding the regional ~ail fa:ail.ty.. M~.
