Councilman Crabtree stated he was philosophically <br />opposed to any time limits on Uptown parking, however, if limits are to <br />be imposed, he was in favor of appropriate penalties to enforce them. <br />Mayor Adams expressed concern re~arding the magnitude of the increase <br />in penalties, especially the increase in the fine for exceedin~ the <br />lawful time limit from the current $3.00 to $15.00. Chief of Police <br />Terry L. Roop said the Committee felt adequate penalties should be <br />adopted in order to enforce the one-hour limit for on-street parking, <br />the only time limit proposed for Uptown parking. Chief Roop said <br />publicity regardin~ the chan~es would be done by the Uptown <br />Revitalization Association. Upon motion, duly seconded and by <br />unanimous vote, Council adopted the Ordinance on first reading. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />followin~ Resolution, at the request of the West Piedmont Planning <br />District Commission: <br /> <br />WHEREAS, the Martinsville City Council has received most valuable <br />assistance from the U. S. Economic Development Administration over the <br />years; and <br /> <br />WHEREAS, the localities of the West Piedmont Planning District--the <br />Cities of Danville and Martinsville, the Counties of Franklin, Henry, <br />Patrick and Pittsylvania, and the Town of Rocky Mount--have been <br />designated an Economic Development District by the U. S. Department of <br />Commerce, Economic Development Administration; and <br /> <br />WHEREAS, the Virginia county, city and town localities in our re~ion <br />have received direct assistance from the Economic Development <br />Administration in the form of grants in aid to critical economic <br />development projects necessary for the attraction of new industry and <br />expansion of existing industry within a region that has been impacted <br />by high unemployment and dislocations brought by low and stagnant <br />diversification and eroding potentials for certain industry sectors; <br />and <br /> <br />WHEREAS, the City of Martinsville and its neighboring localities have <br />received the benefits of the U. S. Economic Development <br />Administration's planning ~rant annual assistance; and <br /> <br /> <br />
