<br />BE IT FURTHER ORDAINED by said Council that this Ordinance shall be in
<br />force on and after July 1, 1995.
<br />
<br />Council considered adoption, on first reading, of Ordinance No. 95-5
<br />amending Chapter 12--Motor Vehicles and Traffic, Article IV--Stopping,
<br />Standing and Parking, of the City Code by repealing Section 12-82--Two-
<br />hour limit on parking in free space in municipal parking lot behind
<br />Jefferson Plaza, and amending Section 12-103--Parking Citation
<br />Penalties. Adoption of the Ordinance would enact the recommendations
<br />of the Uptown Parking Committee by removing time limits in all
<br />municipally-owned lots and increasing the penalties for parking
<br />violations. Councilman Willjams expressed concern that adequate public
