.'1.48 TUESDAY. MAY 23. 1995 BE IT FURTHER ORDAINED by said Council, that, an emergency existing, this ordinance shall be in force on and after May 24, 1995. Council considered an amendment to the City's Proposed Land Use Plan in order to change the designation of the property which was rezoned from Public and Semi-Public to Industrial. It was noted that a public hearing on this item was also held during the May 9, 1995 3oint meeting with the Planning Commission and the Commission had recommended approval of the amendment during their May 18, motion, duly seconded and by unanimous vote, following Ordinance: 1995 meeting. Upon Council adopted the BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting assembled May 23, 1995, that the Land Use Plan of the City of Martinsville, Virginia, be--and is hereby--amended to the extent that Section 14, Block 1, Lot 1, on the Tax Map of the City of Martinsville be and is hereby designated as being for Industrial usage. BE IT FURTHER ORDAINED by said Council that, an emergency existing, this ordinance shall be in force on an after May 24, 1995. Council considered adoption of Ordinance No. 95-4 approving appropriations and establishing tax rates for FY 95-96. The Mayor summarized the various appropriations and tax rates contained in the Ordinance. Regarding the request by the Sheriff to add funding for a Classification Officer position, Council requested the City Manager review this matter to determine if funding the position could ultimately save money by eliminating expenses for consultants to assist in the development of the Community Corrections Plan and in assuring that any 3all addition or new construction meet the State minimum standards for reimbursement of expenses. Upon motion, duly seconded, and by unanimous vote, Council adopted the following Ordinance on an emergency basis:
