<br />Vecchia, Executive Director of the Uptown Revitalization Association,
<br />requested that Council increase its appropriation for the Association
<br />from $20,000 to 825,000 to allow for funding of required activities in
<br />the Main Street Program. Upon motion, duly seconded and by unanimous
<br />vote, Council increased the appropriation for the Association by
<br />$5,000. Mayor Adams and Commissioner of Revenue J. Ronnie Minter
<br />explained the proposed budget's personal property tax rate decrease
<br />from $2.25 per $100 of value to $1.92 as being due to the
<br />Commissioner's review of an opinion by the Attorney General that all
<br />personal property be assessed at 100% of value. Prior to FY 95-96, the
<br />Commissioner, at the direction of Council, had assessed personal
<br />property at 75% of value, therefore, unless the rate of the tax is
<br />decreased, a tax increase would occur. There being no other comments
<br />from persons present, the Mayor declared the public hearing closed.

<br />Upon motion, duly seconded and by unanimous vote, Council adopted the
<br />following Resolutions:

<br />BE IT RESOLVED, by the Council of the City of Martinsville,
<br />Virginia, ,n regular session held on May 9, 1995, that Robert
<br />Lewis,L~att0rney at law, be, and he hereby is, authorized and
<br />direc~ed,!pursuant to the provisions of Sec. 58.1-3966 of the
<br />1950:C0de 0f Vi~gin~a,~'as amended, for a compensation to be
<br />set .by the COurt pursuant to the provisions of either Sec.
<br />58~-3965 or sac. 58.1-3969 of said Code, to bring
<br />proceedings pursuant to the provisions of Sec. 58.1-3967 of
<br />Said Code, and, if deemed advisable by said attorney,
<br />pursuant to the provisions of Sec. 58.1-3968, as well, of
<br />said Code, to sell for the payment of delinquent taxes the
<br />following tracts or parcels of land:

<br /> 1. That certain lot or parcel of land, situate at 511
<br /> Church Street, being known as Lot 17A, in the City of
<br /> Martinsville, Virginia, and being more particularly
<br /> described in that certain notice dated April 20, 1995,

<br /> Cynthia Young, a copy of which notice is attached hereto
<br /> and made a part of this resolution as though it were set
<br /> forth herein verbatim.
