TUESDAY, MAY 9, 1995
project had been discussed. Planning Commission Member Ferrill
reminded those present that neither the Planning Commission nor City
Council intended to take action on the rezoning at this meeting. The
Planning Commission would make a recommendation to City Council during
their May 18, 1995 meeting and City Council would make a decision on
the rezoning during their May 23, 1995 meeting. Mr. Ferrill said the
Commission and Council intended to allow for maximum time for publiC'
comment and invited those present to contact members of the Commission
or the Council should they have further concerns' between the time of
the public hearing and the next meeting. Donna Spencer (no address
provided), speaking on behalf of relatives who reside on Harris Drive,
inquired as to the exact location of the proposed rezoning. Mr. Harned
displayed a map of the area and explained the location to Ms..Spencer.
Jeannette Secrest, 307 Clearview Drive, expressed concern regarding the
visual appearance of the proposed Business Park. Members of the
Planning Commission and Mr. Harned described the types of allowable
uses in the B-1 District and the intention to develop restrictive
covenants for the Park, which would be designed to maximize the
aesthetic qualities of the Park. W. B. Muse, 611 First Street, stated
he was an owner of adjacent property and asked that his presence be
stated in the record of the meeting. There being no further comments,
the Planning Commission closed their public hearing.

The Mayor then opened the public hearing of City .Council, noting that
comments made during the Planning Commission's hearing would be
reflected in the Council minutes. There being no comments, the Mayor
declared the public hearing closed.

The Planning Commission then conducted a public hearing on an amendment
