· U~SD~, ~PRI~ 25, 1995 <br />City to re~one property ~ocated between ~ndless and 3ackson Streets, an <br />area located in the Massey Street Community Development ~loc~ Grant <br />~roject, and more specifically known as ~ots ~, 5, 6, 7, 8, 52~, 53~, <br />54, 55, and 56 of Section 31, ~lock 2,~., and ~ots i through 9 of <br />Section 31, Bloc~ 5, on the City's ~ax Map, from C-3 Co~ercial to R-6 <br />Residential; and (2)-an amendment to the City's Proposed Land Use Map <br />resulting from the proposed rezoning in order to redesignate an area <br />presently designated as industrial and commercial to high-density <br />residential. <br /> <br />Council acknowledged a financial report for the month ending 3/31/95. <br /> <br />Council then considered tentative approval of the City's FY 95-96 <br />Budget. Mr. Reynolds reviewed several recommended changes from his <br />original proposal, including a reduction in capital expenditures <br />designated for a curb, gutter, and sidewalk program from 8100,000 to <br />$50,000. Mayor Adams expressed support for continuing .the policy of <br />approving projects in which property owners pay a portion of the costs <br />of such projects, at least for the first year of the program. Mr. <br />Reynolds recommended a reduction in capital expenditures for Municipal <br />Building improvements from $220,000 to 8170,000. Vice-Mayer Oakes said <br />he was in favor of increasing the Capital Reserve Fund ending balance <br />by $100,000. Mr. Reynolds recommended that an additional $20,000 be <br />cut from Municipal Building Improvements, and Council concurred with <br />this recommendation. <br /> <br />Councilman Teague expressed concern regarding the 1% increase <br />designated as pay-for-performance being added to base salary, due to <br />its adding to future base salary costs, and.lasked if a one-time payment <br /> <br /> <br />
