TUESDAY. APRIL.25. 1995 <br /> <br />authorized the City Manager to execute the Lo~n Agreement. <br /> <br />Council considered a report and recommendation regarding parking in the <br />Uptown area. Jennifer D. Dalla Vecchia, Executive Director of the <br />Uptown Revitalization Association, was present to make the report, <br />which was the result of a joint effort between the Uptown Parking <br />Committee, property owners, and the City' ~ministration. The <br />recommendations were as follows: (1) removal ~f time limits on all <br />municipal parking lots; (2) increase the time. limit for on-street <br />parking from 20 minu~es to one hour; (3) consiste~lt, strict enforcement <br />of overtime limits on on-street parking; (4) creation of access to the <br />Broad Stree% parking lot from Church Stree~r=; (5) improvement of <br />directional signs designating the entrances to U~ptown; (6) conducting <br />a public ~wareness program of the changes in .regulations; and (7) <br />conducting a bus]=ness owner awareness p='o{~ram of the changes. Mr. <br />Reynolds recommended the changes take place as of July 1, 1995. <br />Councilm~n Crabtree spoke in favor of eliminating parking limits in all <br />areas of ~)ptown, however, Ms. Dalla V~cchia said the group felt some <br />limits were needed for on-stree~ parking, with one-hour being a <br />reasonable compromise from the curren~ 20 minute limit. Upon motion, <br />duly seconded and by unanimous vote, Council approved the changes to <br />the parking regu~lations in accordance with the recomendations, to be <br />effective July 1, 1995. It was noted that Council would need to adopt <br />an Ordinance in order to effect the time limit changes. Vice-Mayor <br />Oakes requested that a follow-up report be presented six months <br />following implementation. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set public <br />hearings for May 9, 1995 on the following items:I' (1) a request by the <br /> <br /> <br />
