I16_ <br /> MONDAY, APRIL. 24, 1995 <br /> <br /> The next budget to be presented was that of the City Treasurer. <br /> Treasurer Bernice Smith was present to request funding in addition to <br /> that contained' in the City Manager's budget for a pay increase for a <br /> permanent part-time worker in the Treasurer's Office. The City Manager <br /> and members of Council indicated that Ms. Smith had the authority to <br /> increase the pay rate Df the employee, if it could be accomplished <br /> within recommended budgeted funds. Ms. Smith said that, if she granted <br /> the larger pay increase, she might have to ~sk for more funding at some <br /> point during the yeur. <br /> <br />Commissioner of Revenue J. Ronnie Minter was present to make the budget <br />request for the Office of the Commissioner of Revenue. Mr. Minter said <br />his employees would receive a 2.25% salary increase effective December <br />1, 1995. Mr. Minter reported that an Attorney General's opinion <br />necessitated that his ~ffice assess all personal property at 100% of <br />.value. The Council.~a~.~irected Mr. Minter to assess personal property <br />at a rate of $~./~§ ~r SlO0 of 75% of the assessed value. The City <br />Manager had determined that Council would need to lower the personal <br />property tax rate to $1.92 per $100 of assessed value in order to <br />gene.ra~e the same amount of revenue as the 82.25 per $100 at 75% of <br />value rate generated. The result of this would still be a personal <br />property tax increase to vehicle owners, with a concurrent decrease to <br />owners of business personal property (which is assessed at 100%, with <br />the property being depreciated over time). <br /> <br />The next budget to beconsidered was that of the City Sheriff. Sheriff <br />Steve Draper was present to make the budpet request. The Sheriff had <br />requested an additional City-funde~ <br />however, this was-not reoommended for funding by the City Manager.
