MONDAY, APRIL 24, 1995
neither party has given notice. Mr. Dahlquist recommended the City
give formal notice of termination to APCo so that a new Electric
Service Agreement can be negotiated. Messrs. Dahlquist and Solomon
reviewed the advantages and disadvantages of renego~iating the Service
Agreement, with the conclusion being that the Agreement should be
renegotiated.

At this point, Councilmen Crabtree and Willjams arrived at the meeting.

Mr. Dahlquist distributed a draft letter notifying APCo of termination,
which Council agreed to consider during the first regularly scheduled
meeting in May. ~

Council then continued its review of the proposed FY 95-96 budget. The
first budget reviewed was the Social Services Department. Director of
Social Services Pat Conrad was present to review the budget with
Council. Ms. Conrad noted that the Department had not received final
information from the State as to the amount of State funding which will
be provided the Department for FY 95-96, therefore, the budget is based
on an estimate. In response to a question from a member of Council Ms.
Conrad said the budget included implementation of salary increases
resulting from a State salary survey, which indicated a need for an
average 6% increase in salaries, mainly for clerical staff and
eligibility workers. The 2.25% increase effective December 1 for most
State workers does not apply to social services departments. Finance
Director Richard D. Fitts distributed information on the local costs of
various departments which receive State funding, which indicated that
funding by the City would increase during FY 95-96 by 812,736 (to
$257,888), which would be a 5.2% increase.
