].14 <br /> <br />MONDAY, APRIL24, 1995 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr., presiding, was <br />held Monday, April 24, 1995 in the Council Chamber, City Hall, <br />beginning at 12:0C, P.M. The following members of Council were present <br />at the beginning of the meeting: George B. Adams, Jr., Mayor; L. D. <br />Oakes, Vice-Mayor; and M. Gene Teague. Absent Were Mark A. Crabtree <br />and Clyde L. Wi~.liams. <br /> <br />The first i~.~tobeconsidered was a presentation on activities of the <br />Blue Ri~ePower Agency. Present were Eugene Richardson, Electric <br />Divisi~!Man~r; Duane Dahlquist, President of the BRPA; and Butch <br />S~~ of~BM Associates, engineering consultants to the BRPA. Mr. <br />Da/~is~ ~eviewed the history of the BRPA, which was formed as an <br />aesoc~ati.-~of municipal electric utilities in 1988. The BRPA issued <br />a request. for proposals seeking to cut the cost of purchased power. <br />Two pro~.~sals were received, the first being a peaking plant, which was <br />proposed by Pentech. The second was a proposal by Cincinnati Gas and <br />Electric for baseload power. The baseload proposal was eventually <br />offered by PSI Energy of Indiana and is now known as CINERGY. The <br />cities of Danville, Martinsville, and Bedford, as well as the Town of <br />Richlands entered into a 10-year contract, ending in 2004 to purchase <br />baseload power. The cities also successfully pursued litigation at the <br />Federal Energy Regulatory Commission to obtain transmission of the <br />power from Appalachian Power Company. To date, the peaking proposal <br />has not been acted upon. <br /> <br />Mr~ ~"~ahlqui'st also reviewed the status of the BRPA member's Electric <br />Service Agreements with APCo, which are lO-year agreements, from 1987- <br /> <br />1997.
