MONDAY. APRIL 24. 1995 <br />Sheriff said the Classification Officer would coordinate the <br />development of a Community Corrections Plan, coordinate the home <br />incarceration program, and would act as a Classification Officer in a <br />new jail facility. Sheriff Draper reported that Deputy Sheriffs would <br />receive a 4.5% salary increase effective December 1, 1995, with the <br />remaining Sheriff's Department personnel receivinga 2.25% increase on <br />that date. The Sheriff proposed converting temporary employees into 4 <br />full time permanent Correctional Officers. These individuals would be <br />females, thereby allowing the 3ail to house addit-ional females. This <br />would cut the cost of housing the females at other facilities. The net <br />additional cost of the 4 positions would be $29,325, which was <br />recommended for funding in the City Manager's supplemental budget. The <br />Sheriff stated that he hoped the City would achieve a net savings <br />through adding the positions. <br /> <br />The Sheriff asked the Council to place the City Prison Farm operations <br />under his control for the duration of his term of office, stating that <br />he believed he could transform the operation from one which is a net <br />cost to the City to one which would generate revenues for the City. <br />Council took no action on this request. <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, <br />and as amended) and upon motion, duly seconded and by unanimous <br />recorded vote, Council convened into Executive Session for the purpose <br />of discussing the possible acquisition of real property for public <br />purposes, as authorized by Subsection 3. Councilman Oakes left the <br />meeting during the Executive Session. At the conclusion of this <br />Executive Session, each member of Council (with the exception of <br />Councilman Oakes) certified that (1) only public business matters <br /> <br /> <br />
