FRIDAY, APRIL 21, 199J <br />along with Raymond Dietz, a member of the CSB Board of Directors. The <br />FY 94-95 contribution to the CSB was $43,666. The request for FY 95-96 <br />was $44,976. The City Manager's budget recommended funding of 843,666 <br />in the basic budget and Sl,310 in the supplemental budget. In response <br />to questions from the members of Council, Mr. Tobin said the CSB had <br />granted 3% pay increases during FY 94-95 and would average somewhat <br />less than 4% for FY 95-96. The CSB was requesting a 3% increase from <br />each of the local governments in its service'.area. <br /> <br />Joan Hullett, Assistant Director of the West Piedmont Planning District <br />Commission, was present to request funding in the amount of S8,081 for <br />FY 95-96. The FY 94-95 contribution from the City was $6,142. The <br />City Manager's budget recommended funding of $6,142 in thebasic budget <br />and $1,939 in the supplemental budget. Ms. Hullett noted that the <br />Commission was requesting an increase from each of its local <br />governments, but this was necessitated by potential cutbacks in State <br />funding, which may not occur. If the cutbacks do not occur, the <br />Commission will not require additional funding. <br /> <br />Ellen Bell, Executive Director of the Blue Ridge Regional Library, and <br />Betty Jane Simpson, Board member, were present to request $267,554 for <br />FY 95-96 as the City's contribution to the Library's operation. The <br />City's contribution for FY 94-95 was $257,554. The City Manager's <br />basic budget contained $258,798, which included Sl,206 for 6 additional <br />page hours for the Martinsville Branch. The supplemental budget <br />contained 88,756 for funding for salary increases designed, in part, to <br />raise salaries for certain positions in order for them to be in line <br />with other libraries.
