WEDNESDAY, APRIL 12, 1995 <br /> <br />Block Grant in the Massey Street area of the City. Vice-Mayor Oakes <br />felt there should be higher standards required for houses under the <br />rental assistance program. <br /> <br />Director of Public Works Leon E..Towarnicki explained some accomplish- <br />ments of his department: (1) IMtalled scales at the Landfill; (2) <br />Worked with the Schools through the Cit~inistration for a Fleet <br />Management Program which will include the City'sand School's vehicles; <br />(3) Aggressive i~ ~raffic signal work--new controls; and (4) Hooker <br />Field improvements--this field is used more by the City than the Mar- <br />tinsville Phillies Baseball Team. Some of the Department's objectives <br />for FY95-96 are: (1) Implement the Fleet Management Program; (2) <br />Implement an automated fuel dispensing system at the Garage; (3) Begin <br />Massey Street rehab~roject--sidewalk/curb/gutter; and (4) More ad- <br />vanced paving management schedule. Under Capital Improvements, Leon <br />listed the Municipal Building--chillers and heating system; park faci- <br />lities; solid waste; computerized mapping system; a replacement van for <br />Engineering; the automated fuel system at the garage; a ventilation <br />system at the garage; and miscellaneous equipment. <br /> <br />Manager of Electric Eugene C. Richardson, Jr., noted accomplishments by <br />his department: (1) PSI power--S250,000 savings by 6/30/95--will de- <br />crease for a couple of years then will go back up--expecting $560,000- <br />$850,000 refund by September, 1995; (2) Second year of five-year street <br />lighting program--savings in power costs; and (3) Introduced SCADA Sys- <br />tem during Business '95.
