WEDNESDAY, APRIL 12, 1995 Block Grant in the Massey Street area of the City. Vice-Mayor Oakes felt there should be higher standards required for houses under the rental assistance program. Director of Public Works Leon E..Towarnicki explained some accomplish- ments of his department: (1) IMtalled scales at the Landfill; (2) Worked with the Schools through the Cit~inistration for a Fleet Management Program which will include the City'sand School's vehicles; (3) Aggressive i~ ~raffic signal work--new controls; and (4) Hooker Field improvements--this field is used more by the City than the Mar- tinsville Phillies Baseball Team. Some of the Department's objectives for FY95-96 are: (1) Implement the Fleet Management Program; (2) Implement an automated fuel dispensing system at the Garage; (3) Begin Massey Street rehab~roject--sidewalk/curb/gutter; and (4) More ad- vanced paving management schedule. Under Capital Improvements, Leon listed the Municipal Building--chillers and heating system; park faci- lities; solid waste; computerized mapping system; a replacement van for Engineering; the automated fuel system at the garage; a ventilation system at the garage; and miscellaneous equipment. Manager of Electric Eugene C. Richardson, Jr., noted accomplishments by his department: (1) PSI power--S250,000 savings by 6/30/95--will de- crease for a couple of years then will go back up--expecting $560,000- $850,000 refund by September, 1995; (2) Second year of five-year street lighting program--savings in power costs; and (3) Introduced SCADA Sys- tem during Business '95.
