TUESDAY, MARCH 28, 1995 <br /> <br />authorized a contract to be negotiated with Thor Construction of <br />Roanoke, Virginia in the amount of $6,405,000 for the Martinsville <br />Junior High modernization project. The School Board also authorized <br />Mr. Lamm to work with City Manager Earl B. Reynolds, Jr. on developing <br />a financing plan for the project. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its March 14, 1995 <br />meeting as circulated. <br /> <br />Council conducted a Neighborhood Town Meeting, with the following <br />individuals making comments: (1) James Williams, 600 Third Street, <br />expressed concern regarding air quality in the West Side area during <br />certain times of the day; Mr. Williams was.advised the Department of <br />Environmental Quality investigated these types of complaints; Mr. <br />Reynolds offered assistance to Mr. Williams with regard to this matter; <br />(2) Lafayette Jones, 501 Second Street, expressed concern over traffic <br />and pedestrian safety at the following locations: the intersection of <br />Fayette and Market Streets, the intersection of Fayette, Church, and <br />Memorial Boulevard, and the intersection of Ellsworth, Lester, and <br />Church.Streets; Mr. Jones also mentioned the Wall Street/Church Street <br />area; Mr. Jones was advised of the time and location of the next <br />Transportation Safety Commission meeting at which these concerns could <br />be shared with the Commission for consideration of a possible <br />recommendation to Council; and (3) J. B. Travis, 401 Fifth Street, <br />stated that Beaver Street could be developed as a "through" street if <br />improvements were made to it. <br /> <br />Council established the following dates for conducting budget work <br /> <br /> <br />
