TUESDAY, MARCH 14. 1995

regular session assembled March 14, 1995, that it does hereby request
the Virginia Department of Transportation to add as eligible mileage
for Collector/Local street maintenance payments, Riverview Court and a
section of Stephens Street with a net of 0.96 lane miles as shown on
the attached U-1 Form, said streets being located in and maintained by
the City of Martinsville.

Council considered a report and recommendation by the Transportation
Safety Commission regarding traffic concerns in two locations: (1) the
Mulberry Road, Spruce Street, Jefferson Street, and Jefferson Circle
intersection; and (2) the intersection of Clearview Drive and Barrows
Mill Road. David Ashwell, Chairman of the Transportation Safety
Commission, was present to report to Council on these matters. Mr.
Ashwell~stated that a study had been completed by the Engineering firm
Mattern & Craig of the Mulberry/Spruce/Jefferson intersection, which
recommended that the ends of Jefferson Circle and Jefferson Street at
the intersection be closed. A meeting was conducted with concerned
citizens in the area at which the study findings were reviewed,
however, the citizens opposed the closing of the two streets.
Therefore, the Commission recommended that no changes be made to the
intersection. Regarding the Clearview/Barrows Mill Road intersection,
traffic counts were conducted which demonstrated that Clearview Drive
was the logical "through" street. The stop sign at that intersection
presently is located on Clearview Drive, stopping traffic headed
westbound on that street. The Commission recommended that the stop
sign be relocated to stop traffic on Barrows Mill Road. City Manager
Reynolds stated that he concurred with the Mattern & Craig
recommendation regarding the Mulberry/Spruce/Jefferson intersection,
however, the signalization of the intersection of Rives Road and
Mulberry Road will be included in the FY 95-96 Budget request. Mr.
Reynolds stated that, if this project is funded, the City staff would
monitor its effect on traffic speed and flow at the
