TUESDAY, MARCH 14. 1995 <br /> <br />regular session assembled March 14, 1995, that it does hereby request <br />the Virginia Department of Transportation to add as eligible mileage <br />for Collector/Local street maintenance payments, Riverview Court and a <br />section of Stephens Street with a net of 0.96 lane miles as shown on <br />the attached U-1 Form, said streets being located in and maintained by <br />the City of Martinsville. <br /> <br />Council considered a report and recommendation by the Transportation <br />Safety Commission regarding traffic concerns in two locations: (1) the <br />Mulberry Road, Spruce Street, Jefferson Street, and Jefferson Circle <br />intersection; and (2) the intersection of Clearview Drive and Barrows <br />Mill Road. David Ashwell, Chairman of the Transportation Safety <br />Commission, was present to report to Council on these matters. Mr. <br />Ashwell~stated that a study had been completed by the Engineering firm <br />Mattern & Craig of the Mulberry/Spruce/Jefferson intersection, which <br />recommended that the ends of Jefferson Circle and Jefferson Street at <br />the intersection be closed. A meeting was conducted with concerned <br />citizens in the area at which the study findings were reviewed, <br />however, the citizens opposed the closing of the two streets. <br />Therefore, the Commission recommended that no changes be made to the <br />intersection. Regarding the Clearview/Barrows Mill Road intersection, <br />traffic counts were conducted which demonstrated that Clearview Drive <br />was the logical "through" street. The stop sign at that intersection <br />presently is located on Clearview Drive, stopping traffic headed <br />westbound on that street. The Commission recommended that the stop <br />sign be relocated to stop traffic on Barrows Mill Road. City Manager <br />Reynolds stated that he concurred with the Mattern & Craig <br />recommendation regarding the Mulberry/Spruce/Jefferson intersection, <br />however, the signalization of the intersection of Rives Road and <br />Mulberry Road will be included in the FY 95-96 Budget request. Mr. <br />Reynolds stated that, if this project is funded, the City staff would <br />monitor its effect on traffic speed and flow at the <br /> <br /> <br />
