TUESDAY. MARCH 14, 1995 <br />Jones, 501 Second Street, expressed concern regarding pedestrian safety <br />in the area of the intersection of Church, Lester, and Ellsworth <br />Streets; Mayor Adams suggested his concerns be forwarded to the <br />Transportation Safety Commission; and (3) in response to a question by <br />Gloria Hylton, 402 Second Street, Mayor Adams referred to the City <br />Manager for study the adoption of legislation which allows cities more <br />latitude in dealing with "spot blight removal". <br /> <br />The 1994 Outstanding Citizen of the Year Award was presented by the <br />Police Department to Martha Anthony, 306 Minor Street. Police Chief <br />Terry L. Roop detailed Ms. Anthony's contributions to the community and <br />to the Police Department, noting that she had taught defensive driving <br />classes for the Department from 1971 to 1994. All members of Council <br />expressed appreciation to Ms. Anthony for her service to the community. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Ordinance 95-2: <br /> <br />WHEREAS, the Council of the City of Martinsville referred to the <br />Planning Commission a proposed rezoning whereby approximately 4.97 <br />acres of land owned by R. P. Thomas Trucking Co. and bounded on the <br />north by Fayette Street, on the east by First Street, on the west by <br />Second Street, and on the south by B Street be rezoned from its present <br />classification to R-9 residential and C-1A intermediate commercial, <br />and, <br /> <br />WHEREAS, said Planning Commission held a public hearing on this <br />question and recommended to said Council the said rezoning, and, <br /> <br />WHEREAS, said Council finds that this same land approximately 40 years <br />or more ago was rezoned from a commercial and residential <br />classification to ah industrial classification, and that said prior <br />rezoning by its predecessor was a mistake that should be corrected, <br />and, <br /> <br />WHEREAS, said Council held a public hearing on this question on <br />February 28, 1995, at which it approved said rezoning in principle, <br /> <br />NOW THEREFORE, BE IT ORDAINED by the Council of the City of <br />Martinsville, Virginia in regular session held on March 14, 1995 that <br />the hereinabove described tract or parcel of land containing 4.97 acres <br /> <br /> <br />
