TUESDAY, MARCH 14, 1995 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, March 14, 1995 in the Council Chamber, City Hall, <br />beginning at 6:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br />Teague; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, in accordance with Section 2.1-344 (A) of the CODE OF <br />VIRGINIA (1950, and as amended) and upon motion, duly seconded and by <br />unanimous recorded vote, Council convened into Executive Session for <br />the purpose of discussing the possible investment of public funds, as <br />authorized by Subsection 6. At the conclusion of this Executive <br />Session, each member of Council certified that (1) only public business <br />matters exempt from open meeting requirements were discussed in said <br />Executive Session; and (2) only those business matters identified in <br />the motion convening the Executive Session were heard, discussed or <br />considered during said Session. <br /> <br />Council took no action on the matter discussed in Executive Session. <br /> <br />Council approved the minutes of its February 28, 1995 meeting as <br />circulated. <br /> <br />Under Business from the Floor, the following individuals made comments: <br />(1) Ellen Bell, Director of the Blue Ridge Regional Library, inquired <br />as to the status of City participation in the 3% Virginia Retirement <br />System increase, to which City Manager Earl B. Reynolds, Jr. stated <br />that this would be a part of the FY 95-96 Budget process; (2) Lafayette <br /> <br /> <br />
