Mr. Reynolds stated the best way to approach the <br />project is as a VDOT project because all issues can be addressed in <br />this manner, both vehicular and pedestrian. <br /> <br />Mr. Tart reviewed the work which has been done to date on the extension <br />of Commonwealth Boulevard, stating that slightly more than $14,000 had <br />been spent to date on this project, which the City would have to repay <br />the State in the event that the project is dropped. <br /> <br />There followed a lengthy discussion among the Council on the City's <br />priorities for highway projects. Mayor Adams summarized the position <br />of Council by stating that the Fayette Street and Clearview/Liberty <br />projects should be the first'priorities, followed by the extension of <br />Commonwealth Boulevard if and when the County decided to extend <br />Commonwealth from Memorial Boulevard to the 220 bypass. Any change in <br />Council's priorities would need to be made in the form of adoption of <br />a Resolution at a regular Council meeting. <br /> <br />In response to a question from Vice-Mayor Oakes, Mr. Towarnicki stated <br />the conditions that existed at the time which Council selected the <br />extension of Commonwealth Boulevard as its first priority have changed, <br />citing the completion of the Highway 58 bypass and changes in <br />industrial truck traffic in the City due to the completion of Beaver <br />Creek Industrial Park and the closing of the Starling Avenue plant of <br />American of Martinsville. <br /> <br />Vice-Mayor Oakes stated that he believed the Council should make the <br />Clearview/Liberty pro3ect the first priority, Fayette Street the second <br /> <br /> <br />
