TUESDAY, JANUARY 10, 1995 <br />Council considered approval of the City's 1995 Legislative Program. <br />Mr. Reynolds noted that the Program which had been provided to Council <br />for the January 5, 1995 meeting with area legislators had been updated. <br />Mr. Reynolds reviewed additions to the Program, which were primarily in <br />the area of public safety. Vice-Mayor Oakes asked for change in the <br />language regarding the VRS 3% benefit increase in order to add language <br />stating that the State should fund the 3% increase for all employees. <br />Councilman Teague asked for an amendment to the Program which would ask <br />the State to extend the deadline (from January 1, 1995) for making the <br />increase retroactive to October 1, 1994. Chief of Police Terry L. Roop <br />reviewed the public safety issues which had been added to the Program. <br />In reviewing other matters, Council asked that the recommendations made <br />by the Community in Transition group be added to the Program and <br />revised the language regarding the Governor's proposal to eliminate the <br />Business, Professional and Occupational License Tax Ordinance. Upon <br />motion, duly seconded and by unanimous vote, Council approved the <br />Legislative Program as presented and amended. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted(and <br />included in its Legislative Program) the followin~ Resolution: <br /> <br />WHEREAS, the West Piedmont Planning District Commission will, in March <br />1995, have provided twenty-five years of service to the United States <br />and its agencies, Commonwealth of Virginia and its agencies, the City <br />of Martinsville, and other members of the Planning District Commission; <br />and <br /> <br />WHEREAS, the West Piedmont Planning District Commission is to be <br />congratulated for its long service to the United States, Commonwealth <br />of Virginia, and its member local governments; and <br /> <br />WHEREAS, the Planning District Commission provides effective and <br />efficient assistance and services in such diverse areas as economic <br />development, transportation, information management and dissemination, <br />mappin~ and ~eographic information systems, solid waste management <br />planning, utilities and environmental resources planning, housing <br />program support, and significant other areas; and <br /> <br /> <br />
