TUESDAY, JANUARY 10, 1995 <br /> <br />and <br /> <br />Sectio~ 2. The Martinsville Uptown Redevelopment Association <br />already has'a full-time Executive Director who would implement the Main <br />Street Program; and <br /> <br />Section 3. It is recognized that a commitment to uptown <br />revitalization is an on-going process, requiring continuous on-going <br />attention, a full public-private partnership, and that the Main Street <br />program.is considered one of many economic and community development <br />tools utilized by a locale, and that it is location specific; and <br /> <br />Section 4. The City Manager is designated to assist in the <br />submission of the application. <br /> <br />Council considered appropriating $4,666 for the City's share of <br />additional software to enhance the Martinsville-Henry County 911 <br />Communications Center. Mr. Henry Gilbert, Communications Center <br />Director, explained the additional software was a requirement of the <br />State Police and responded to questions by members of Council regarding <br />specific aspects of the system. Upon motion, duly seconded and by <br />unanimous vote, Council approved the supplemental appropriation to be <br />taken from unobligated funds in the Capital Reserve Fund. <br /> <br />Council considered a request from the Roanoke River Basin Association <br />for a contribution to continue efforts to prevent Virginia Beach from <br />withdrawing water from the Roanoke River. City Manager Earl B. <br />Reynolds, Jr. said the City had opposed the interbasin transfer of <br />water, with a special concern being that if such interbasin transfers <br />are approved, the next target may be the Mayo River. Mr. Reynolds <br />recommended recognizing the efforts of the Association by making a one- <br />time contribution of $2,500. Upon motion, duly seconded and by <br />unanimous vote, Council approved a supplemental appropriation in the <br />amount of $2,500 for this purpose to be taken from the Water Fund <br />unobligated fund balance. <br /> <br /> <br />
