TUESDAY. JANUARY 10. 1995 <br /> <br />BE IT FURTHER ORDAINED that anemergency exists and this Ordinance <br />shall become effective immediately upon adoption. <br /> <br />Council considered adoption of a Resolution authorizing participation <br />in the Virginia Main Street Program. Jennifer Dalla Vecchia, Executive <br />Director' of the Martinsville Uptown Revitalization Association, <br />reviewed the success of the Main Street Program in other localities and <br />stated that the State would be accepting four additional communities <br />into the program during the upcoming year, the first time since 1992 <br />that additional communities have been accepted. Ms. Dalla Vecchia <br />noted the program offers technical and design assistance to Uptown <br />property owners, but does not provide actual funding for programs or <br />improvements to the physical structures of the Main Street Communities. <br />The program also offers training for the Board and Program Manager and <br />emphasizes the long-term nature of downtown revitalization. In <br />response to a question by Mayor Adams, Ms. Dalla Vecchia stated that <br />the members of the Uptown Board were committed to devoting the <br />necessary time required of them by the program. Upon motion, duly <br />seconded and by unanimous vote, Council adopted the following <br />Resolution, pending approval of the program by the Uptown Board: <br /> <br />WHEREAS, the Virginia Main Street Program has been established in the <br />Virginia Department of Housing and Community Development (DHCD) to <br />assist cities, towns, and rural areas in developing public/private <br />efforts to revitalize their inner-city/downtown commercial areas; and <br /> <br />WHEREAS, up to four Virginia cities, towns, and counties will be <br />selected to participate in the on-going program, and receive intensive <br />technical assistance from DHCD for a minimum of five years; and <br /> <br />WHEREAS, the City of Martinsville desires to participate in the <br />Virginia Main Street Program; now, therefore, <br /> <br />BE IT RESOLVED by the City Council of the City of Martinsville, <br />Virginia, in regular session assembled January 10, 1995, that: <br /> <br />Section 1. The City of Martinsville wishes to apply for selection <br />to participate in the 1995 Virginia Main Street Program with the <br />specific goal of economically revitalizing the designated Main Street <br />downtown management area within the context of historic preservation; <br /> <br /> <br />
