WEDNESDAY, DECEMBER 7, 1994 <br /> <br />French; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, by the Henry County Board of <br />Supervisors and Martinsville City Council that, on this 7th <br />day of December, 1994, in joint session assembled, we do <br />hereby express our sincere appreciation for the dedicated <br />service and the leadership Dr. French provided to this <br />community; and <br /> <br />BE IT FURTHER RESOLVED that a copy of this Resolution be <br />presented to the family of Dr. French as a token of the high <br />esteem in which he is regarded. <br /> <br />The two governing bodies then began a discussion of a proposed study <br />process for evaluation of a merger of the Social Services Departments <br />of the City and County. County Administrator Robert P. Lawler, Jr. and <br />City Manager Earl B. Reynolds, Jr. outlined the process which resulted <br />from discussions by the City and County Staff, City Director of Social <br /> <br />Services, Acting County Director of Social Services, and <br />representatives from the Virginia Department of Social Services. Four <br /> <br />phases of study were proposed: (1) development of a case <br /> <br />loads/standards model by the Virginia Department of Social Services; <br />(2) cost analysis; (3) capital costs; and (4) impact of service <br />delivery to City and County residents. In response to questions from <br />the members of Council, Mr. Lawler and Mr. Reynolds stated that the <br />study could be performed by City and County Staff with the assistance <br />of the Virginia Department of Social Services. Upon motion, duly <br />seconded and by a unanimous vote, Council approved the study process as <br />outlined by the Administration. This action was also approved by the <br />Board of Supervisors. <br /> <br />Dr. Don Lacy, of Virginia Tech, reviewed common elements of the City <br />and County Strategic Plans. Dr. Lacy noted that both plans addressed <br />needs for strategic planning, citizen communication process, economic <br />development, effective/efficient government, quality education, <br /> <br /> <br />
