After much discussion, and upon motion, duly seconded <br />and by unanimous vote, Council and the Board of Supervisors authorized <br />Dr. Lacy, working with the City and County Administrations, to develop <br />a joint strategic plan for the City and County. <br /> <br />Dr. Lacy presented a confidential survey for the members of Council, <br />Board of Supervisors and City and County Administrations to complete. <br />The survey results will serve as a basis for future discussions between <br />the Board and Council. <br /> <br />Council and the Board began a review of the Community in Transition <br />Report, "A Call to Action", with the following actions being taken on <br />the Community in Transition group's recommendations: <br /> <br />The Board and Council agreed to support legislative initiatives as <br />follows, with the Council agreeing to make the initiatives a part <br />of their Legislative Package: <br /> <br />(1) Request State and/or Federal legislative representatives <br />to introduce legislation and/or to aid in seeking grant funds <br />to accomplish non-curriculum funding for a community college <br />program patterned after the North Carolina Occupational <br />Extension. <br /> <br />(2) Request State legislation to fund the "shell building" <br />initiative which supports and compliments the Patrick Henry <br />Development Council's current efforts to design and build <br />such a building at Beaver Creek Industrial Park. <br /> <br />(3) Request legislation that defines and makes available <br />employer incentives required to get full business and <br />industry support for "school-to-work" transition system, <br />including new business standards. <br /> <br />(4) Request "Enterprise Zone" legislation that enhances and <br />makes the program more flexible for rural areas. <br /> <br />(5) Endorse Patrick Henry Community College as one of three <br />models of an "institute of work force excellence." <br /> <br /> <br />
