After much discussion, and upon motion, duly seconded and by unanimous vote, Council and the Board of Supervisors authorized Dr. Lacy, working with the City and County Administrations, to develop a joint strategic plan for the City and County. Dr. Lacy presented a confidential survey for the members of Council, Board of Supervisors and City and County Administrations to complete. The survey results will serve as a basis for future discussions between the Board and Council. Council and the Board began a review of the Community in Transition Report, "A Call to Action", with the following actions being taken on the Community in Transition group's recommendations: The Board and Council agreed to support legislative initiatives as follows, with the Council agreeing to make the initiatives a part of their Legislative Package: (1) Request State and/or Federal legislative representatives to introduce legislation and/or to aid in seeking grant funds to accomplish non-curriculum funding for a community college program patterned after the North Carolina Occupational Extension. (2) Request State legislation to fund the "shell building" initiative which supports and compliments the Patrick Henry Development Council's current efforts to design and build such a building at Beaver Creek Industrial Park. (3) Request legislation that defines and makes available employer incentives required to get full business and industry support for "school-to-work" transition system, including new business standards. (4) Request "Enterprise Zone" legislation that enhances and makes the program more flexible for rural areas. (5) Endorse Patrick Henry Community College as one of three models of an "institute of work force excellence."
