Mr. Reynolds said the only way to <br />accelerate the improvements would be for the State to provide funding <br />for the project earlier than planned. In response to a question from <br />Mayor Adams, Mr. Reynolds said the local funds for development of the <br />Business Park were not included in the FY 96-97 budget because the <br />amount of local funds needed was unknown at the time of budget <br /> <br />preparation. Mayor Adams noted the total project cost was <br /> <br />approximately $1.9 million, of which the City's net lowest possible <br />cost would be approximately 8133,000. Council Member Haskell expressed <br />concern that no overall capital expenditure program had been adopted by <br />Council. Mr. Reynolds said Council had established criteria for <br />capital projects at its Annual Retreat. The criteria for funding would <br />be projects that either generated revenue or reduced operating costs. <br />Upon motion, duly seconded and by unanimous vote, Council appropriated <br />$186,250 from the Electric Fund unexpended fund balance to the General <br />Fund Engineering and Design Account under Miscellaneous Development <br />Expenses to fund the engineering and design work. <br /> <br />Council acknowledged a financial report for the month ending July 31, <br />1996. Mr. Fitts responded to questions from Council Members regarding <br />specific report items. <br /> <br />In matters not on the agenda, the following items were discussed: (1) <br />several Council Members expressed appreciation to the City staff for <br />their work in responding to the aftermath of Hurricane Fran, which <br />struck the area September 5-6, 1996; (2) Mr. Reynolds reviewed the <br />City's response to the Hurricane, noting that some employees had worked <br />for 30 hours in restoring electricity, removing downed trees, and <br />removing other debris; Mr. Reynolds noted the assistance of private <br /> <br /> <br />
