' 231 <br /> <br /> TUESDAY, SEPTEMBER 10, 1996 <br />Ms. Vannoy stated that businesses would be more likely to make facade <br />improvements if the $500 grant from MURA were larger. Upon motion, <br />duly seconded and by unanimous vote, Council endorsed the design <br />improvement plan, including the funding as recommended by Mr. Reynolds. <br />Actual approval of the $20,000 carryover for capital improvements would <br />occur with the next agenda item. <br /> <br />Council considered reappropriation of funds from FY 95-96 to FY 96-97. <br />Richard D. Fitts, Director of Finance, was present to respond to <br />questions from Council regarding specific items. Outstanding purchase <br />orders totaled $331,483 and carry-over of other items totaled S130,139, <br />for a grand total of $461,622. Upon motion, duly seconded and by <br />unanimous vote, Council approved the reappropriations, a complete list <br />of which is attached to these minutes as Appendix A. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council accepted and <br />appropriated $372.60 of State forfeited asset proceeds to the FY 96-97 <br />Police Department budget. <br /> <br />Council considered a request for a supplemental appropriation in the <br />amount of $186,250 to be used to fund engineering and design work for <br />Clearview Business Park, as outlined in the September 5, 1996 City <br />Council work session. In response to a question from Council, Thomas <br />Harned, Assistant to the City Manager for Development, noted <br />construction of the Business Park industrial access road should begin <br />in the Fall of 1996 if grant funds from the Economic Development <br />Administration are approved. In response to a question from Council <br />Member Teague, Mr. Harned stated that actual construction of <br />improvements to the Liberty Street, Stultz Road and Clearview Drive <br /> <br /> <br />
