230 <br /> <br />TUESDAY, SEPTEMBER 10, 1996 <br /> <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, September 10, 1996 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its meetings of <br />August 21-23 and 27, 1996 as amended. <br /> <br />Council heard a report on the Annual Work Plan of the Martinsville <br />Uptown Revitalization Association (MURA). Kevin Reed, President of <br />MURA, reviewed planned activities for FY 96-97 of the four committees <br />of MURA: Organization, Promotion, Design, and Economic Restructuring. <br />Mr. Reed noted MURA had received a positive review for its first year <br />of being a Main Street Community from representatives of the National <br />Main Street Center and the Virginia Main Street Program. Krista <br />Vannoy, Executive Director of MURA, reviewed proposed design <br />improvements as presented to Council during its September 5, 1996 work <br />session. MURA requested funding for planters, benches, parking lot <br />signs and trash receptacles in the amount of $45,000. City Manager <br />Earl B. Reynolds, Jr. recommended funding be provided as follows: a <br />reappropriation of $20,000 from the FY 95-96 budget designated for <br />Uptown capital improvements; $10,500 from the FY 96-97 Street <br />Maintenance Fund budget; and $14,500 from the FY 97-98 Street <br />Maintenance Fund budget. Council Member Teague encouraged MURA to <br />bring forward a plan for FY 96-97 which would fund more facade <br />improvements.
