TUESDAY, AUGUST 27, 1996
distributed a list of contributions which had been committed by the
private sector towards construction of the Center. Jerry Hughes, of
the Longwood College SBDC, summarized the efforts of Longwood College
in serving this area and responded to questions from the members of
Council. Upon motion, duly seconded and by unanimous vote, Council
endorsed the SBDC and agreed to participate in funding the Center in an
amount not to exceed $10,000. Council also asked the City Manager to
send a letter to 'the private sector contributors to the project
thanking them for their generosity.

Council considered a report by Council Member Haskell regarding the
establishment of a Volunteer Action Center. Council Member Haskell
reviewed Council's prior action regarding this matter of approving the
investigation of the establishment of a formal volunteer center
program. Council Member Haskell summarized the work which had been
accomplished on this project through the establishment of a Steering
Committee which reviewed issues related to the Center's establishment.
Committee Member Peggy Cross compiled a survey which indicated there
exists a broad range of volunteer opportunities in the community. The
Committee noted the need for and use of volunteers is viewed as
critical to meeting the various social needs of the community by
multiplying local staff resources and keeping local program costs down.
The Committee stated that a formal program for the area should have as
its primary focus to create one central agency to identify needs which
volunteers can help meet and then to put volunteers in touch with those
needs. A distinct mission of the agency could be to work with the
Schools to help them set up a coordinator of volunteer efforts. Katie
Campbell, of the Virginia Office of Volunteerism, was present to review
the successes of similar agencies in other areas of the State. Ms.
