218 <br /> <br />TUESDAY, AUGUST 27, 1996 <br /> <br />Plan required for receiving additional Virginia Juvenile Community <br />Crime Control Act funding from the Department of Juvenile Justice. Jan <br />Reed, Director of the 21st Judicial District Court Services Unit, was <br />present to explain the plan and to respond to questions from the <br />members of Council. Upon motion, duly seconded and by unanimous vote, <br />Council adopted the following Resolution: <br /> <br />WHEREAS, the 1996 General Assembly of Virginia amended and re-enacted <br />the Virginia Juvenile Community Crime Control Act with a goal to deter <br />juvenile crime through the establishment of community-based systems of <br />sanctions, residential programs, and non-residential services for <br />juvenile offenders based on their offenses and treatment needs; and <br /> <br />WHEREAS, the Act defines its target population.as juveniles who are <br />children in need of services, children in need of supervision, or <br />delinquent; and <br /> <br />WHEREAS, the Virginia Juvenile Community Crime Control Act provides for <br />governing bodies to receive block grants to fund these services; now, <br />therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled August 27, 1996, that it does hereby endorse <br />the Local Plan dated August 1, 1996; and <br /> <br />BE IT FURTHER RESOLVED that said Council plans to continue its <br />collaboration with Henry County and Patrick County in support of the <br />several programs identified in the Plan, to include an annual local pro <br />rata funding supplement to the ANCHOR Residential, Family and <br />Preservation programs in the amount of $32,460, as based upon FY1995 <br />expenditures and as required under Section 16.1-309.6 of the Virginia <br />Juvenile Community Crime Control Act as amended. <br /> <br />Council considered a request by Larry Aydlett, Executive Vice-President <br />of the Martinsville-Henry County Chamber of Commerce, that the City <br />endorse and agree to provide funding for the establishment of a Small <br />Business Development Center (SBDC) in Martinsville. Mr. Aydlett noted <br />the area had been served by the SBDC located in Farmville at Longwood <br />College, however, $50,000 was provided in the Commonwealth's budget for <br />the establishment of a SBDC in this area. Mr. Aydlett noted the total <br />project cost was $132,000, with $50,000 coming from the State, $10,000 <br />each being requested from Henry County and the City. Mr. Aydlett <br /> <br /> <br />
