TUESDAY, JULY 23, 1996 <br /> <br />WHEREAS, Council at its regular meeting held on June 25, 1996, by <br />motion duly seconded and passed by unanimous vote, extended the <br />contract of Earl B. Reynolds, Jr., City Manager, for a two-year period <br />ending March 1, 1999, and established his annual salary at $85,200.00, <br />and, <br /> <br />WHEREAS, by virtue of the provisions of Section 1 under Chapter 5 of <br />the City Charter it is necessary to adopt an ordinance fixing said <br />compensation at the aforesaid figure, <br /> <br />NOW THEREFORE, BE IT ORDAINED by the Council of the City of <br />Martinsville, Virginia, in regular session held on July 23, 1996 that <br />Ordinance No. 92-1 be, and it hereby is, amended so that Paragraph 1 <br />thereunder reads as follows: <br /> <br /> 1. An annual base salary of $85,200.00 payable in <br />installments at the same time as other employees of the City of <br />Martinsville are paid commencing on July 1, 1996 through June 30, <br />1997. <br /> <br />BE IT FURTHER ORDAINED, that an emergency exists that this ordinance <br />amendment shall become effective immediately upon adoption. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Ordinance: <br /> <br />WHEREAS, on October 12, 1995, the Council of the City of Martinsville, <br />Virginia, adopted an Ordinance abandoning a street space, as follows: <br /> <br />A 20-foot wide and approximately 250-foot long alleyway space <br />running in a southward direction and extending from Starling <br />Avenue to an intersecting alley of Minor Street, as shown on <br />the City's Tax Map 43-2-C, containing approximately 3,750 <br />square feet of land. <br /> <br />WHEREAS, it has been determined that there was an error in said <br />Ordinance--that being the width of the alleyway space, now, therefore, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled July 23, 1996, that in order to assure <br />compliance with Virginia Code Section 15.1-491(g), it is stated that <br />the public purpose for which this Ordinance is initiated is to fulfill <br />the requirements of public necessity, convenience, general welfare and <br />good zoning practice, that the alleyway space, as described below be, <br />and is hereby declared, vacated and abandoned in favor of Piedmont Arts <br />Association and other adjacent property owners, subject to payment to <br />the City of one-half of the assessed valuation of the property and the <br />filing of an appropriate map with--and the approval by--the City's <br />Public Works Director and/or the City's Planning, Zoning and Housing <br />Manager, showing the areas hereby declared vacated and abandoned, which <br />map, when and as approved, shall be duly recorded in the office of the <br />Clerk of Martinsville City Circuit Court: <br /> <br />A 15-foot wide and approximately 250-foot long alleyway space <br />running in a southward direction and extending from Starling <br /> <br /> <br />
