TUESDAY, JULY 23, 1996 <br /> <br /> Avenue to an intersecting alley of Minor Street, as shown on <br /> the City's Tax Map 43-2-C, containing approximately 3,750 <br /> square feet of land. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, <br />this Ordinance shall be in force immediately upon adoption. <br /> <br />1.97 <br /> <br />Council considered adoption, on an emergency basis, of Ordinance No. <br />96-6 authorizing the City Attorney to apply to the Civil Rights <br />Division of the U.S. Department of Justice for approval to change from <br />a mechanical method of voting and counting to an electronic system and <br />also to authorize the City Voting Registrar to do everything necessary <br />to effect the change. Mr. Reynolds explained Council had approved the <br />purchase of the new voting machines in its FY 96-97 budget. These <br />machines had been approved for use by the State Board of Elections, <br />however, the City must seek approval from the U.S. Department of <br />Justice to make this change. Council Member Dallas said he was in <br />favor of using the new machines, but only in elections after the <br />November, 1996 General Election. Council Member Dallas said he feared <br />making this change would frighten voters and discourage them from <br />voting. In response to a question from Council Member Haskell, <br />Electoral Board Member Newton Ogden said the Registrar and Electoral <br />Board planned to conduct training for poll workers and to educate the <br />public through the local media. A motion and second were made to amend <br />the proposed Ordinance to make the change after the November, 1996 <br />General Election. Upon motion, duly seconded and by unanimous vote, <br />the following Ordinance No. 96-6 was adopted on an emergency basis: <br /> <br />WHEREAS, Sec. 24.2-629 of the 1950 Code of Virginia, as amended, <br />authorizes the State Board of Elections to approve any electronic <br />voting or counting systems and ballots designed to be used with such <br />equipment, provided they meet certain criteria for approval as set <br />forth in said statute, and, <br /> <br />WHEREAS, said statute provides that any electronic systems and ballots <br />so approved may be adopted for use at elections and that their use in <br />any election shall be valid, and, <br /> <br /> <br />
