TUESDAY, JULY 23, 1996 <br />Sale Foundation to the City to match a S10,000 grant received from the <br />Virginia Department of Historic Resources. Mr. Reynolds stated the <br />City had applied for the grant in order to conduct an architectural <br />survey to identify the historic properties in the Uptown and <br />surrounding area and to develop a comprehensive historic context of the <br />surveyed area. David Reeves, Community Development Specialist, said no <br />appropriation would be necessary regarding this item as the funds from <br />the Foundation would be passed directly to the Department of Historic <br />Resources. Upon motion, duly seconded and by unanimous vote, Council <br />accepted the donation and asked that a letter of appreciation be sent <br />to the Foundation's Board of Directors. <br /> <br />Council considered authorizing the Police Department to apply for a <br />Federal block grant from the U.S. Department of Justice for police <br />operations and equipment. Chief of Police David Edwards explained the <br />total grant amount was $27,294, with a 10% local match of $2,729.40. <br />Funds for the local match were contained in the Police Department's FY <br />96-97 budget. Chief Edwards said that if the grant were approved, the <br />funds would be used for overtime and to purchase replacement bullet- <br />resistant vests for the Police Department's tactical team. Council <br />Member Dallas expressed an interest in the City selling the used vests. <br />Upon motion, duly seconded and by unanimous vote, Council authorized <br />the grant application. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />an emergency basis, the following amendment to Ordinance No. 92-1 and <br />approved a supplemental appropriation in the amount of $12,574 to be <br />taken from the General Fund unexpended fund balance to the appropriate <br />line items to pay the City Manager's salary and benefits for FY 96-97: <br /> <br /> <br />
