194; <br /> <br />TUESDAY, JULY 23, 1996 <br /> <br />Voting Precinct No. 2 from the Library to the Band Room in Martinsville <br />Middle School, and the Martinsville Electoral Board has requested this <br />change, and, <br /> <br />WHEREAS, the Voting Rights Act requires approval by the U.S. Department <br />of Justice of this voting change, <br /> <br />NOW THEREFORE, BE IT RESOLVED by the Council of the City of <br />Martinsville, Virginia, in regular session held on July 23, 1996, that <br />the polling place of Voting Precinct No. 2 in the City of Martinsville <br />be, and it hereby is, changed from the Library of Martinsville Middle <br />School to the Band Room of Martinsville Middle School on Cleveland <br />Avenue, in the City of Martinsville, Virginia, and, <br /> <br />BE IT FURTHER RESOLVED that this resolution shall not take effect until <br />it is approved by the U.S. Department of Justice and, <br /> <br />BE IT FURTHER RESOLVED that the City Attorney be, and he hereby is, <br />authorized and directed to apply to the Civil Rights Division, U.S. <br />Department of Justice, Washington, D.C. for such approval. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br />WHEREAS, there exists many dangers of many types, including man-made <br />disasters, natural disasters, and possible hostile actions of an <br />unknown enemy; and <br /> <br />WHEREAS, the safety and protection of the citizens and property is of <br />foremost concern to the City Council of the City of Martinsville, <br />Virginia; and <br /> <br />WHEREAS, the City Council desires and the Commonwealth of Virginia <br />statutes require the adoption of appropriate planned protective <br />measures; now, therefore, <br /> <br />BE IT RESOLVED, by the Council of the City of Martinsville, Virginia, <br />in regular session assembled July 23, 1996, that said Council does <br />hereby adopt the City of Martinsville Basic Emergency Operations Plan. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved a <br />supplemental appropriation, to be taken from the Electric Fund <br />unexpended fund balance, in the amount of $286,428 which would fund a <br />recommendation by the City Manager to award a contract to Lanford <br />Construction for repairs to the Smith River Hydro Dam. <br /> <br />Council considered accepting a $10,000 donation by the Lucy Pannill <br /> <br /> <br />
