TUESDAY, JULY 9, 1996 <br /> <br />was S262,000. Three bids were received on June 13, 1996 as follows: <br />Lankford Contractors--S277,328; Prillaman & Pace--S308,147; and D.L.B.- <br />-$366,500. Mr. Hancock stated that the low bid could be reduced to <br />$268,328 by using the Tri-Lock Block option, which was an alternate <br />bid. Mr. Hancock therefore recommended a bid be awarded to Lankford <br />Contractors for the Tri-Lock Block option. In response to questions <br />from Council Member Haskell, Mr. Hancock stated the repairs would last <br />as long as the Dam itself lasts (approximately 50 years), that the <br />proposed repair was the lowest cost alternative, and that Lankford <br />Contractors was located in Salem and Roanoke, Virginia. In response to <br />an inquiry by Council Member Haskell, City Attorney David B. Worthy <br />stated that the local contractor, Prillaman & Pace, could not be <br />offered the option of matching the low bid. Instead, all bids could be <br />rejected and the project could be re-bid. Mr. Reynolds said he was not <br />asking for Council action on this matter at this meeting, but would <br />instead be prepared at the next meeting with an administrative <br />recommendation which would include details on funding of the project. <br />In response to a question from Gloria Hylton, 402 Second Street, Mr. <br />Reynolds said this project was not included as part of the FY 96-97 <br />budget because the costs of the project were not known until the bids <br />were received. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council accepted and <br />appropriated a $250 donation to the Police Department to be used in the <br />development of youth programs, such as the Teen Police Academy. Chief <br />of Police David Edwards noted the donation resulted from the Philip <br />Morris USA Company granting an award due to one of its employees (Reda <br />J. Cox of Route 7, Martinsville) having been recognized for five years <br />of safe driving. Ms. Cox designated that her award be given to the <br /> <br /> <br />
