TUESDAY, JULY 9, 1996 <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, July 9, 1996 in the Council Chamber, City Hall, beginning <br />at 7:30 P.M. All members of Council were present: George B. Adams, <br />Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H.T. Dallas; Elizabeth <br />H. Haskell; and M. Gene Teague. <br /> <br />3.87 <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its meetings of June <br />25 and July i, 1996as circulated and amended. <br /> <br />Under Business from the Floor, Lafayette Jones, 501 Second Street, <br />expressed appreciation to the Police Department, commending the <br />Department for its development of rapport with citizens as a result of <br />the Community-Oriented Policing Program. <br /> <br />Council recognized the following individuals for service on Boards and <br />Commissions: (1) Fred D. Nester, Planning Commission, 1992-96; and (2) <br />Richard A. Prillaman (deceased), Board of Appeals, 1976-96. <br /> <br />Council considered a report on bids received for repairs to the Smith <br />River hydro-electric dam. City Manager Earl B. Reynolds, Jr. stated <br />the Dam had been damaged in January, 1995 when a part of the structure <br />washed away. Mr. Reynolds introduced Walter Hancock and John Allis of <br />Wiley & Wilson Architects and Engineers, who reviewed the various <br />alternatives for repairing the Dam and the bidding process. It was <br />noted that Wiley & Wilson's original estimate for repairs, based on <br />preliminary evaluation of several alternatives, was $140,000.
