TUESDAY, MAY 28, 1996
Council considered tentative approval and setting a public hearing on
the City's Budget for FY 96-97, including establishing tax rates for FY
96-97. Finance Director Richard Fitts provided the members of Council
with an updated packet of information containing all budget revisions
to-date. Councilman Crabtree made a motion to amend the budget by
providing $7,962 for the City's membership in the Southern Virginia
Economic Development Partnership. This motion was seconded. Mayor
Adams expressed concern that the organization had not yet been formed,
therefore, this matter could be considered as a supplemental
appropriation during FY 96-97 after the organization is formed. By a
vote of 3 "yes" and 2 "no" (Mayor Adams and Councilman Willjams), this
item was added to the FY 96-97 General Fund budget. Upon motion, duly
seconded and by unanimous vote, Council set a public hearing for June
11, 1996 on the budget as amended.

Mayor Adams distributed a sheet which detailed funding of the School
Division for FY 95-96 and for FY 96-97, noting that the budget as
proposed would provide an additional $1.4 million for School funding.

Upon motion, duly seconded and by unanimous vote, Council decided to
advise the School Board that funds left over in FY 95-96 designated for
architectural and engineering fees at the Martinsville High School
athletic facilities could be used to fund a study of the community's
private fund-raising capability, if the School Board desired to conduct
such a study.

Upon motion, duly seconded and by unanimous vote, Council set a public
hearing for June 11, 1996 to receive names of persons interested in
membership on the City School Board.
